Gicker, former director of stamp services, no longer an employee of USPS

William J. “Bill” Gicker Jr., the former director of stamp services, is no longer an employee of the United States Postal Service, a USPS spokesperson confirmed to Linn’s Stamp News on Aug. 15, ending Gicker’s 25-year tenure overseeing the U.S. stamp program.

Lisa Bobb-Semple, who has served as manager of sales enablement and communications and in other marketing roles for the USPS since 2009, was named acting director of stamp services on June 16. As of Aug. 16, no permanent replacement for Gicker has been named.

Citing privacy concerns, USPS public relations manager David Partenheimer did not respond to questions from Linn’s regarding the reason for Gicker’s departure.

“I’m not able to provide further comment on this,” Partenheimer said.

During his quarter century at the USPS, Gicker served as art director and quality control supervisor for hundreds of stamp releases and oversaw the development and quality control of more than 700 stamp subjects and 1,900 stamp designs.

He succeeded Mary-Anne Penner on an interim basis on Feb. 1, 2019, before being named to the director’s position on June 26, 2020.
