Postal Service inspector general seeks public comments about upright Jenny Invert pane

The inspector general of the United States Postal Service is seeking comments from the public about the Postal Service's production and distribution of the rare upright $2 Jenny Invert pane.

The Office of Inspector General of the United States Postal Service has been highly critical of the recent sales of the rare upright $2 Jenny Invert panes.

Now the inspector general is seeking the public’s opinion on that stamp promotion.

In an Aug. 17 blog post titled “Jenny Come Lately,” the inspector general asked: “What reaction did you have to the issuance of the upright Jenny stamp? What types of activities do you think would enhance support of the philatelic program?”

The blog post described former Postmaster General Patrick Donahoe’s idea for the right-side-up Jenny panes as “an innovative idea,” but noted that it had said in a recent management alert that creating such a rarity violated the Postal Service’s own rules on creating stamps.

Some panes were inappropriately given to collectors by Stamp Fulfillment Services as gifts — a violation of another rule prohibiting stamp gifts by postal employees, the inspector general said in its report on the upright Jenny panes.
